What are the environmental benefits of the Smog Check Program?

The Smog Check Program has greatly reduced air pollution created by millions of cars in California. According to the California Air Resources Board, the program removes about 400 tons of smog-forming pollutants from California’s air every day.

Is my vehicle required to get a Smog Check?

For gas-powered vehicles the 1976 model year is the earliest model year vehicle required to participate in the biennial Smog Check Program. Vehicles six years old and newer are not required to participate in the biennial Smog Check Program. For diesel-powered vehicles 1998 model year and newer 14,000lbs and less are subject to the biennial Smog Check Program. The six year exemption does not apply to diesel vehicles.

How often does my vehicle have to be tested?

Your vehicle must be tested every other year. A Smog Check is also required if you sell your vehicle and it is more than four model years old. Some vehicles may require a Smog Check at a Test-Only or Gold Shield station.

How can I help my vehicle pass a Smog Check?

Performing proper and regular vehicle maintenance according to your owner’s manual, and not tampering with the emissions control equipment are keys to passing Smog Check.
Does my vehicle qualify for a smog exemption?

Smog inspections are required unless your vehicle is:

* Hybrid
* Gasoline powered 1975 year model or older
* Diesel powered manufactured prior to 1998 or with a Gross Vehicle Weight rating (GVWR) of more than 14,000 lbs
* Electric
* Natural gas powered with a GVWR rating of more than 14,000 lbs.
* Motorcycle
* Trailer

When a car is sold, who is responsible for the inspection?

The seller is required to provide the buyer with a valid smog inspection certification at the time of the sale or transfer. Smog certifications are good for 90 days from the date of issuance.

The inspection is not required on a transfer if a biennial smog certification was submitted to DMV within 90 days prior to the vehicle transfer date (a vehicle inspection report may be required for proof of certification).

NOTE: Smog certifications are not required for transfers that occur for a gasoline powered motor vehicle that is four or less model years old. (Determine the oldest-qualifying year model by subtracting three from the current year) the four or less model years old rule does not apply to diesel powered vehicles. A smog transfer fee will be collected from the new owner.

Do I need a Smog Check?

Not all vehicles must get a smog check. Additionally, some vehicles only need a passing smog check when they are being sold or being registered in California after previously being registered in another state. Whether or not a vehicle needs a smog check depends on the type of vehicle, the model-year, and the area in which the vehicle is registered.

Under California vehicle emissions control laws and regulations, you must get a smog check for your car in the following cases. Click the link that fits your case to move to the next step.

1) My Registration Renewal Notice says “Smog Certification Required”

Most vehicles registered in California are required to pass a smog check every two years. Your annual Registration Renewal Notice lets you know when you need to get a smog check.

2) I am selling my car

When you sell a vehicle in California, the seller is responsible for getting a smog certificate prior to completing the sale.

3) I am bringing a car into California to be registered.

When you bring a vehicle into California to be registered, you are required to get a smog certificate prior to registration.

Some vehicles are not required to obtain a smog check inspection for registration purposes.

Vehicles that are six or less model-years old are abated from the biennial smog check inspection requirement. For vehicles with registration renewals due in the 2008 calendar year, the abated years include 2003 through 2008.

Vehicles that are four or less model-years old are abated from the smog check inspection requirement upon change of ownership and transfer of title transactions with the Department of Motor Vehicles. In 2008, the abated years are 2005 through 2008.

As of April 1, 2005, the 30 year rolling exemption was repealed. 1976 and newer vehicles are now required to have smog check inspections for biennial registration renewals, change of ownership transactions and initial registration in California.

Vehicles being initially registered in California that were previously registered in another state are exempt from the biennial smog check inspection requirements if the vehicle is a 1975 or older model. All 1976 to current year vehicles are required to obtain a smog check certificate of compliance prior to initial registration in California.

How to Sell a Car in California Without a Smog Certificate

1. Sell your vehicle to a family member. Under California law, selling your car to your spouse, domestic partner, sibling, child, parent, grandparent, or grandchild does not require a smog certificate. For information on how to transfer a car to a family member, see the Resources section of this article.

2. Identify any vehicle type exclusions to the smog certificate requirement. Vehicles that are less than four years old, electric- or hybrid-powered, manufactured after 1975 and gas-powered, manufactured after 1998 and diesel-powered, or natural-gas powered with a Gross Vehicle Weight rating (GVWR) of over 14,000 pounds are exempt.

3. Check for any ZIP code exclusions to the California smog certificate rule. For example, if you are selling your car in El Dorado, Placer, Riverside, San Bernardino, San Diego, or Sonoma County, there are certain ZIP codes within each county that do not require the certificate.

Tips & Warnings

If your car does not qualify for any smog certification exclusion, and you do not want to sell to a family member, another option is to donate your used car to charity for a tax write-off. In California, some charities do not require a smog certificate, and many will even offer to tow your car for free. You will be eligible for a tax deduction for your gift if you donate to a charity that is recognized by the Internal Revenue Service as a 501(c)(3) organization.
